The Chitose was originally completed in 1938 as a seaplane carrier, with the possibility of later converting it into an aircraft carrier.
From the start of the war, it participated in major operations as a seaplane carrier, but after the Japanese Navy lost four aircraft carriers at once in the Battle of Midway in 1942, it was decided to convert the Chitose and its sister ship, the Chiyoda, into an aircraft carrier. In August 1943, it was completed at the Sasebo Arsenal as a light aircraft carrier carrying 30 aircraft. After participating in the Battle of the Mariana Islands in June of the following year, it acted as part of the Ozawa fleet to attract Halsey's fleet to help the Kurita fleet enter Leyte Gulf in October during the Battle of Leyte Gulf. It was subjected to a fierce attack by the US task force off the coast of Cape Engano, and was sunk by three direct hits from an air raid by more than 50 US carrier-based aircraft.
